The Housing and Urban-Rural Development Bureau is fully implementing the "One Belt, One Hat" (smart safety helmet + smart safety belt) smart supervision system! Starting July 1, 2025, Jiangsu Province will pilot the system in municipal-level smart construction projects. Safety management personnel from construction, contracting, and supervising units (including dedicated safety officers from labor subcontracting units) must be equipped with smart safety helmets. The daily usage rate (number of photos or videos captured by the safety helmet / total number of photos or videos uploaded for the day's duties) must be ≥50%, and there must be a closed-loop usage record.
